Require Statement of Ethics from Academics
Academic researchers should have to submit a statement of ethics declaring their work with Twitter data will not be harmful to oppressed and marginalized people, who are disproportionately harmed by unethical data research practices. Twitter should also make the statements available to the wider community so other folks can learn from them or get ideas for modeling their own statements.

I'm very in favor of ethics statements to prevent harm and this could be a good case to have it. However, I also agree with Matti that this has to be considered in a way that does not exclude academics in countries that oversee research ethics with different processes as US universities. A free-text field of ethics considerations would do the job in a similar way as many computer science conferences are starting to require for article submissions.

Note that research ethics is highly depending on the community and country researchers are located in. For example, in my institution, most Twitter-based studies are exempt from IRB review. So implementing this requires careful consideration.
